Richard Masters: Man City Verdict ‘Most Significant’ in Premier League History

Premier League chief executive Richard Masters has described the independent commission’s verdict in the Manchester City financial case as the most significant disciplinary decision in Premier League history.

The Premier League confirmed on September 29 that an independent Commission found Manchester City guilty of all charges relating to serious financial-rule breaches over a nine-season period, alongside the majority of charges concerning the club’s failure to cooperate with the league’s investigation.

Masters said the ruling establishes the facts surrounding City’s conduct and justified the Premier League’s decision to pursue the case despite the lengthy legal process.

“The core decision establishes the facts of what happened at Manchester City during this period. It details how the club systematically broke Premier League Rules for nearly a decade.”

He added that the league had remained committed to having the allegations independently determined, stressing that maintaining competitive fairness is one of its fundamental responsibilities.

“It is paramount that the League remains competitive and fair for all clubs and for the fans. We take that role extremely seriously.”

Masters also confirmed that the case is not yet finished, with the sanction against Manchester City still to be determined. Potential Premier League sanctions can include fines, points deductions, suspension or even expulsion, although no final punishment has been announced.

“This disciplinary case, and this decision, are the most significant in Premier League history,” Masters said.

“There are elements of the case that remain to be decided, including, importantly, what sanction must follow for these breaches.”

The Premier League chief executive now says the league intends to move quickly through the remaining stages to provide certainty for clubs and supporters.

Manchester City have maintained their innocence and are expected to challenge the findings through the appeals process.
